Justice Technology Consulting provides consulting services to agencies engaged in the criminal justice enterprise, particularly in areas where technology can be applied to improve the quality of justice administered.Current Projects
- The DELJIS COTS Liaison Project - The Delaware Judiciary has embarked upon the implementation of a new case management system for criminal and civil cases. The extensive integration between DELJIS and the court case management systems, it is vital that the interfaces between these two systems are developed with the maximum cooperation between the two agencies. DELJIS has chosen Justice Technology Consulting to serve as liaison between DELJIS and its constituent agencies and this project, Courts Organized to Serve (COTS).
- The Research and Policy Functions (RAPF) Initiative in which he is providing legal and technical expertise to effect a complete revision of the Policies and Procedures of the DELJIS Board of Managers.
Past Accomplishments
- The Data Quality Task Force (DQTF) - Management of the effort to improve the quality of criminal justice data as created, updated, retrieved, maintained and deleted from the DELJIS database and its integrated components.
- The DELJIS Systems Standards Project (DSSP) - Development of standards for the Delaware criminal justice enterprise.
- The Law File Restructure Project (LFRP) - Redesigning the basic statutory reference files used by criminal justice agencies of the State of Delaware to meet the diverse demands of an increasingly integrated criminal justice information system. A project of the Delaware Criminal Justice Information System (DELJIS) funded by a National Criminal History Improvement Project (NCHIP) grant
- The Justice of the Peace Management Reporting Project (JPMRP) - Managing the creation of a system to meet the statistical reporting needs of the Justice of the Peace Courts of the State of Delaware through the development and implementation of a data warehouse and user oriented reporting tools. A project funded by a grant from the Criminal Justice Council of the State of Delaware.
- The Prosecution Charging Initiative (PCI) - Reengineering the process for creating Indictments, Informations and Petitions by the Delaware Department of Justice for filing in the Superior, Common Pleas and Family Courts of the State of Delaware. A project of the Delaware Criminal Justice Information System (DELJIS) funded by a National Criminal History Improvement Project (NCHIP) grant.
- The Disposition Consolidation and Conversion Project (DCCP) - For many years the Delaware Courts and criminal justice agencies used several tables that contained more than 250 possible choices for the disposition of criminal charges. These dispositions were often redundant, confusing, and sometimes not representing a true disposition at all. This project resulted in the implementation of a new set of less than 30 dispositions that met the needs of the Delaware criminal justice community.
- The Charge File Reorganization Project (CFRP) to provide the criminal justice community with an improved view of arrest, prosecution and disposition charges as a criminal case progresses through Delaware's justice system.
- They Criminal History Utilization and Reporting Enhancements (CHURE) project. This project leveraged recent improvements made in CJIS including to redesign Delaware's RAP sheets, including criminal history reports provided by the State Bureau of Identification, the DELJIS charge summaries that are produced in courts and criminal justice agencies and the intranet versions of criminal histories available to Delaware police and other criminal justice agencies.
