G. Thomas Sandbach
G. Thomas Sandbach is an attorney and principal in Justice Technology Consulting, of Wilmington, Delaware, specializing in the application of information technology to criminal justice systems. His career has included positions as a prosecutor, private defense attorney and public defender. For ten years at the Delaware Office of the Public Defender, he managed information systems and represented the Public Defender on the Board of Managers of the Delaware Criminal Justice Information System (DELJIS). As chair of that board, he helped to make DELJIS one of the most integrated statewide criminal justice information systems in the United States.As a consultant, Mr. Sandbach assisted the courts of the State of Delaware in improving the sentencing process through the application of technology. In 1998 and 1999 he was responsible for the design of the prosecution and defense portions of Connecticut's integrated criminal justice information system. Currently, Justice Technology Consulting’s principal client is DELJIS, where Mr. Sandbach is currently engaged in these efforts:
- The Charge File Reorganization Project (CFRP) to provide the criminal justice community with an improved view of arrest, prosecution and disposition charges as a criminal case progresses through Delaware's justice system.
- The Research and Policy Functions (RAPF) Initiative in which he is providing legal and technical expertise to effect a complete revision of the Policies and Procedures of the DELJIS Board of Managers.
- The COTS Liaison Project in which Mr. Sandbach serves as a liaison between DELJIS and the case management system being implemented by the Delaware Judiciary, participating in design of interfaces between these two mission critical systems as well as representing DELJIS and other criminal justice agencies in the establishment of policy and the modification of business practices.
